Mr. Abdullah ÇELİK, Chairman and CEO of the Development Bank of Turkey, was given the “Outstanding CEO Award” and elected as Vice Chairman by the ADFIAP Board of Directors.

The “Outstanding CEO Award” for 2010 was given by the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP) ( www.adfiap.org ) to Mr. Abdullah ÇELİK, CEO of the Development Bank of Turkey.

As an organization which embraces all development banks and other financing institutions involved in financing the development of the Asia-Pacific region, ADFİAP consists of 113 member institutions from 42 countries such as Turkey, China Japan, Canada and India. ADFİAP, a founding member of the World Federation of Development Financing Institutions, stated that the award will be presented to Mr. Abdullah ÇELİK at the annual meeting of ADFİAP on May 10th, 2010 in Canada.

Mr. Abdullah ÇELİK started to work as the CEO of the Kalkinma nearly 4 years ago. Acting with the awareness of being a team, Mr. Abdullah ÇELİK reached the honor of the award by setting the starting point of the process of change with his quickly and effective determination of the mission of the Bank which consists of supporting investments on the basis of regions and sectors.

Via this process, the Development Bank of Turkey, which was also mainly a mediator for the “Investment Incentive System” for the period of 1980-2000, transformed itself through basic structural changes into a client-orientated, sector-synchronized reasonable credit-granting organization obtaining serious resources from international financial institutions.

Kalkinma has become one of the most important financing institutions which financed “Renewable Energy Investments” with a credit amount of more than TL1 billion, thanks to its conscious strategic preference during Abdullah ÇELİK’s 2006-2010 period; it has become also an actor in financing SME investments through direct financing as well as wholesale banking applications. So, it has become possible to reach a great amount of SMEs with funds obtained from the resources of international financial institutions through distribution channels of commercial banks, as well as with own resources thanks to its wholesale banking applications.

As a result of the changes experienced during this period by the Bank acting in such a difficult field of project financing, the Bank’s assets increased by 90 %, passing from TL690 million to TL1287 million, while its total credit increased by 180 %, passing from TL 282 million to TL 802 million.

The increase rate of the Bank’s credit and resources is given in the tables below. We can see from these tables that the Bank increased its resources significantly even during the crisis it experienced in 2008 and 2009, in comparison with the sector and development banks.


ADFIAP Board elects Mr. ÇELİK as Vice Chairman

Mr. Abdullah ÇELİK, Chairman and CEO of the Development Bank of Turkey, was elected Vice Chairman by the ADFIAP Board of Directors in its last meeting on May 10, 2010 in Vancouver, Canada in conjunction with the 33rd ADFIAP Annual Meetings held in the Canadian city. Mr. ÇELİK, who has been serving the ADFIAP Board since May 2006, is one of the most senior Directors of the Association. He was recently named ADFIAP’s Outstanding CEO-of-the-Year for 2010 (please see related story).

Mr. ÇELİK’s broad experience in the field of banking and finance was gained from his long engagement (2000-2005) with Turkey’s Treasury and Banking Regulation and Supervision Agency (BSRA). In addition, he has been a Sworn Bank Auditor of the Undersecretariat of Treasury of the Turkish Government for eight years, from 1992-2000. From 2005 to date, Mr. ÇELİK is a Member of the Board of the Association of National Development Finance Institutions in Member Countries of the Islamic Development Bank (ADFIMI), ADFIAP’s counterpart in the Middle East.

Mr. ÇELİK finished his bachelor’s degree at the Middle East Technical University, Faculty of Economic and Administrative Sciences and Economics, and MBA at the Old Dominion University, USA, with finance and marketing as his area of concentration.
